Stakeholders MeetingNEPA/EIS Documentation and Public Scoping East End Seaport, Grand Cayman - full EIR; Vasco Wind Farm Repowering NEPA/CEQA documentation, NextEra/TtEC; Gumusut-Kakap Deepwater Field EIA, Sabah Shell Petroleum Corporation/CSA;  Martin County Coastal Engineering NEPA Support Services

East End Seaport, Grand Cayman - Responsible for negotiating Terms of References with DoE and preparing Environmental Impact Report. Project included extensive research, terrestrial and marine surveys, and development of mitigation strategies.

Vasco Wind Farm Repowering NEPA/CEQA, Altamont, CA - Responsible for securing the necessary federal, state and local permits and land use approvals for a fast-track, controversial wind farm repowering project.  Project involves the removal of more than 400 antiquated turbines and replacing them with 40 new, more  efficient, but much larger, models.  Project includes developing the permitting and outreach strategy designed to address key community and stakeholder concerns, while simplifying the permitting and Environmental Impact Report process.

Gumusut-Kakap Deepwater Field EIA, Sabah Shell Petroleum Corporation/CSA - Responsible for developing comprehensive EIA for a major oil company following World Bank and NEPA guidelines, including project descriptions, identifying coastal and offshore natural resources, and the real and potential impacts that the proposed platform and related activities may have on the environment and the local economy.   In addition, mitigation measures and monitoring requirements were recommended.

Bathtub BeachBathtub Beach Dune Restoration Project, Hutchinson Island, FL. Project involved state and federal permitting and public scoping for beach dune restoration project on popular Bathtub Beach which had eroded beyond the previous dune system, into the parking lot. Hesperides was responsible for permitting activities and identification of key stakeholders, public message development and dispersement, including website design and maintenance.  www.bathtubbeachproject.com

Shoreline Protection Project EIS, Hutchinson Island, FL.  Project (on-going) involved assisting county with navigating federal EIS process and public scoping for the identification of a new sand source, including development of a new off-shore borrow area, for beach renourishment project.  Project involved gauging stakeholder knowledge and support and developing a public informational website, as well as resource surveys, historical research, and  technical whitepapers.

Environmental Compliance Staff Augmentation - Blythe Energy Project Transmission Line, FPL/TtEC ; Gulf Oil Spill Damage Assessment, BP/CSA

Blythe Energy Project Transmission Line, FPL/TtEC - This project involved supplying qualified environmental professionals to augment compliance staff during a transmission line construction project in California.  Duties included ensuring the T&E species were not impacted during the work process.

Gulf Oil Spill Damage Assessment, BP/CSA – Hesperides provides field staff on offshore vessels responsible for collecting water samples in the water column throughout the Gulf of Mexico in response to the 2010 Oil Spill.  Duties include scientific and operations support on multiple 10-12 day cruises.

Program Management – Boundary Dam Relicensing, Seattle City Lights/TtEC

Boundary Dam Relicensing, Seattle City Lights/TtEC - Hesperides was brought in to provide leadership and direction to kick off a $400 million dollar dam relicensing project due to poor initial contract negotiations. The project involved negotiating over 26 individuals studies - each requiring scope definition, schedules and a cost-effective budget. Each of these studies required input from a number of subcontractors and stakeholders to ensure buy-in.  In addition, the time frame for fixing the problems was greatly condensed due to budgetary requirements and serious relationship building was required with the client. The contractor’s commitment to fixing the associated problems was in excess of $100,000 and Hesperides remained on the job until a new Program Manager could be hired and integrated into the process.

Water Resources Research and Policy Development – Dispersed Water Storage and Treatment, South Florida Water Management District; Alternative Water Supply Services, FL House of Representatives

Dispersed Water Storage and Treatment, SFWMD  - Project included identifying options for storage and/or disposal of excess surface water on publically owned lands throughout the District’s 16 counties.  Project involved researching sites, meeting with lease holders, and conducting environmental assessments on each parcel, all to determine if lands could support additional water storage activities. 

Florida House of Representatives – Alternative Water Supply Services

This project involved conducting extensive research, gathering information, and interviewing key experts including:

1) research and synthesis on various state water supply planning programs around the country (California, New Mexico, and Texas);

2) research on progressive programs throughout the world (Israel, Australia, and the Netherlands); 3) research on alternative funding sources used around the country, including venture capital and private equity strategies implemented by governmental entities, and 4) research on innovative treatment and disposal technologies not widely used in Florida.

Artificial Reef Monitoring

Permitting Facilitation and Compliance – Martin County; Edgewater Harbor; Two Islands Development Corp

Martin County Artificial Reef Monitoring, FL.  Responsible for annual monitoring of artificial reef system off Martin County.  Systems includes over 60 reefs , with depths from 10’ to 190’. Coordinated all dive and underwater monitoring activities with subcontractor, supervised data collection at each reef, including photography and video footage, compiled data, and drafted annual reports.

Edgewater Harbor, FL. Permitting of public-private waterfront development project within the City ofEdgewater, including negotiatingthroughshellfish waters and manateeprotection issues for 310boat dry stack andstaging area in northern Indian RiverLagoon.Successfully negotiated mitigation for secondary impacts in no-discharge area of lagoon.

Two Islands DevelopmentTwo Islands Development Corp, Aventura, FL. Permitting of private development’s marina dredging with significant seagrass coverage and impacts. Negotiated avoidance and minimization, as well as significant mitigation to offset impacts, with local, state and federal agencies. Also provide compliance monitoring.
