Richard Meeker, Chief Scientist
Mr. Meeker has more than 16 years professional experience as a biologist/ecologist and has worked in virtually every ecosystem, including estuaries and offshore reefs.  His experience includes scientific surveys of offshore habitats including sand shoals, natural and artificial reefs, wetland restoration projects for habitat enhancement and nutrient removal in south Florida and the Everglades, estuarine monitoring, wildlife surveys, environmental impact assessments and local, state and federal environmental permitting.  Areas of focus have included restoration and monitoring of aquatic and upland systems, environmental assessments for rare, threatened or endangered species, and technical reporting, including NEPA documentation.  Mr. Meeker was previously employed by the South Florida Water Management District as an Environmental Scientist in the Lake Okeechobee Research Division where he assisted with ecological and nutrient investigations of the Lake and its downstream estuaries.  Mr. Meeker co-authored several papers related to this research in several peer-reviewed journals.  As an environmental scientist at the SFWMD, Mr. Meeker also held the position of site manager of the Stormwater Treatment Areas, a large network of constructed wetlands.  At 50,000+ acres, these productive wetlands are the largest of their kind and reduce nutrient loading into the Florida Everglades.

Victor Neugebauer, Field Scientist
Mr. Neugebauer has over 20 years of experience in environmental science, restoration and research.  He has worked extensively in the field conducting sampling and compliance monitoring programs for a wide variety of regulatory and resource protection programs.  These activities have included the monitoring of water quality, plankton distribution, and T&E species.  Victor has a B.S. degree from the University of South Florida in Zoology and has extensive expertise conducting damage assessment field operations, including participating in several post hurricane and oil spill projects. His experience also includes offshore research for the Florida Marine Resources Laboratory focused on ichthyoplankton distribution.  In addition, he has extensive advanced SCUBA and boat handling experience.

Margaret Alexander, Cost Services Engineer/Office Manager
Ms. Alexander has over 12 years experience in office management, including budget development, invoicing, and accounting services.  She has extensive experience with research and technical editing, as well as proposal development.  Ms. Alexander has been instrumental in handling event planning to meet the stakeholder involvement tasks assigned to  Hesperides Group.
