Program Management – Seattle City Lights Boundary Dam Relicensing Program Manager, WA
Hesperides was brought in to establish the initial contract for a $400 million dollar dam relicensing project due to poor initial contract negotiations. The project involved negotiating over 26 individuals studies - each needing scope definition, schedules and a cost-effective budget. Each of these studies involved a number of subcontractors and a series of stakeholders that needed to be included in the process to ensure buy-in.
In addition, the time frame for fixing the problems was greatly condensed due to budgetary requirements and serious relationship building was required with the client. The contractor’s commitment to fixing the associated problems was in excess of $100,000 and Hesperides remained on the job until a new Program Manager could be hired and integrated into the process.
Permitting, EIS Documentation and Public Scoping - Martin County Coastal Engineering
Bathtub Beach Dune Restoration Project, Hutchinson Island, FL. Project (on-going) involves state and federal permitting and public scoping for beach dune restoration project on popular Bathtub Beach which has eroded beyond the previous dune system, into the parking lot. Responsible for identification of key stakeholders, public message development and dispersement, including website design and maintenance. www.bathtubbeachproject.com
4-Mile Beach Renourishment EIS, Hutchinson Island, FL. Project (on-going) involved assisting county with navigating federal EIS process and public scoping for the identification of a new sand source, including development of a new off-shore borrow area, for beach renourishment project. Project involved gauging stakeholder knowledge and support and developing a public informational website.
Environmental Compliance Staff Augmentation – Blythe Energy Project Transmission Line, FPL/TtEC
This project involved supplying qualified environmental professionals to augment compliance staff during a transmission line construction project in California. Duties included ensuring the T&E species were not impacted during the work process.
Water Resources Research and Policy Development - Florida House of Representatives – Alternative Water Supply Services
This project involved conducting extensive research, gathering information, and interviewing key experts including: 1) research and synthesis on various state water supply planning programs around the country (California, New Mexico, and Texas); 2) research on progressive programs throughout the world (Israel, Australia, and the Netherlands); 3) research on alternative funding sources used around the country, including venture capital and private equity strategies implemented by governmental entities, and 4) research on innovative treatment and disposal technologies not widely used in Florida.
Permitting Facilitation and Compliance - Edgewater Harbor and Two Islands Development Corp
Edgewater Harbor, FL. Permitting of public-private waterfront development project within the City of Edgewater, including negotiating through shellfish waters and manatee protection issues for 310 boat dry stack and staging area in northern Indian River Lagoon. Successfully negotiated mitigation for secondary impacts in no-discharge area of lagoon.
Two Islands Development Corp, Aventura, FL. Permitting of private development’s marina dredging with significant seagrass coverage and impacts. Negotiated avoidance and minimization, as well as significant mitigation to offset impacts, with local, state and federal agencies. Also provide compliance monitoring.
