Hesperides Federal is a Service-Disabled Veteran Owned Small Business company (SDVOSB) dedicated to providing Strategic Planning and Environmental Consulting Services to the Federal government. Hesperides Federal offers solutions that support a wide variety of environmental initiatives specifically suited for Government organizations. The Veterans Benefit Act of 2003 created a procurement program for small business concerns owned and controlled by service-disabled veterans (commonly referred to as the “Service-Disabled Veteran-owned Small Business (SDVOSB) Procurement Program”). The purpose of the Service-Disabled Veteran-Owned Small Business Program is to provide Federal contracting assistance to service-disabled veteran-owned small business concerns. Contractual opportunities are available through set-asides and sole source awards.
Our Managing Member, Harkley Thornton, a graduate of the United States Military academy – West Point and a commissioned Second Lieutenant in the Army – Armor Branch, was injured during military maneuvers on an M-1 Abrams tank. After medically retiring from the Army, he attended Boston University’s Graduate Overseas Program in Paris, France with a focus on International Studies and earned a law degree from Florida State University College of Law. Since that time, he has dedicated his career to furthering key environmental programs including Everglades Restoration and water supply development. In his role as a Governing Board Member of the South Florida Water management District, he was responsible for administering, consulting and approving the Districts more than $1.4 billion annual budget.
His minority partner, Melissa Meeker, has 16 years experience working on water resource issues, with over 10 years with the Florida Department of Environmental Protection . Melissa recently left Tetra Tech, Inc., a nationally renowned water resources firm, where she held the position of Vice President of Water and Natural Resources for over 6 years. In this role, she worked around the country assisting clients with their water resource challenges, including integrated water use, water supply planning, and natural resource restoration programs. She is also a former Governing Board Member of the South Florida Water Management District. Melissa received her Bachelor of Science degree in Biology with a specialization in marine biology from Palm Beach Atlantic University in West Palm Beach, FL and her Master of Science degree in Environmental Resources Management from the Florida Institute of Technology, in Melbourne, Florida.
